Law abiding citizens cannot take the law into their own hands. When they make public information of abuses, especially against children, in Hollywood cults such as Kabbalah and Scientology, does the government bear responsibility when they do not act on this credible information, due to members of said sects being famous.

Yes, the government does bear liability in such cases. It constitutes criminal negligence, child endangerment and obstruction of justice to turn the other way to such depraved, criminal behavior.
