44-year-old African-American, Donald
Neely, has filed a lawsuit against police in Galveston,
Texas, who disgracefully tied him up with rope and
paraded him through the streets, as in the days of
slavery when black people were treated like livestock.
Neely, who was homeless, was sleeping in a park and
arrested by police for trespassing. Rather than wait for
transport, police officers on horses tied him up and
walked him through the streets to the police station.
Neely's $1,000,000 lawsuit
understandably describes the police's conduct as
"extreme and outrageous." The plaintiff's lawsuit
states, "Neely felt as though he was put on display as
slaves once were." Neely was injured by the cruel and
degrading stunt, in conduct that also caused him
"distress and humiliation." The incident caused public
outrage.

Galveston police chief, Vernon Hale,
apologized for the incident and stated the officers,
"Showed poor judgment in this instance and could have
waited for a transport unit at the location of arrest."
Their behavior is an embarrassment.
This incident occurred due to racism and
arrogance. The police saw a homeless black man and
thought they could treat him anyway they felt like,
wrongly believing nothing would come of it. Slavery was
particularly bad in the south, especially in places such
as Texas. Therefore, to see remnants of said behavior
surface in 2020 is not entirely a surprise, but it is
nonetheless vile.

who was led through the streets by two horse-mounted
officers while tied to a rope has sued police over the
incident. Donald Neely, 44, filed a lawsuit last week in
Galveston county district court, alleging the officers’
conduct was “extreme and outrageous”, physically
injuring Mr Neely and causing him distress and
humiliation.
He is seeking $1million (£770,000) from
south-east Texas city and its police department. Photos
of incident, which took place in August 2019, showed Mr
Neely being led by the officers on a rope connected to
handcuffs, reminiscent of pictures showing slaves in
chains.
Mr Neely, who was homeless at the time,
was sleeping on a footpath when he was arrested for
trespassing and led around the block to a mounted patrol
