Retrofitting Train Lines

High Speed Rail

President Obama is arguing with Congress regarding funds for America's first bullet trains. Already the proposal has been rejected by many in political circles. As a starter program for a bullet train, a preexisting line on an anemic, unprofitable route could be properly retrofitted. 

It would save time and money, if done on a strict budget and negate the need for purchasing land and gaining permits for a new route, which has been a sticking point thus far. It would also have to be done properly to the highest standards to prevent accidents or mishaps. However, is the basic principle and technology is not that different. One is just an upgrade on a preexisting model.
